The shortage in educational spaces, especially for talented students, has always been an outstanding deprivation in southern Tehran and Shahr-e-Ray.this problem was paid attention by the holy shrine of Hazrat-e-Abdul Azim as a matter of high importance.
Due to the fact that the holy shrine have always focused on cultural issues, the holy shrine's Educational and cultural complex initiated its activities with out considering the financial conditions of the student's families as an income resource.
The foundation and implementation of the complex began on one of the restored lands (endowment) of the holy shrine, in 1375(1996) its first phase named ''Hekmat Boys preparatory and primary ''School” in 1380(2001) was put to operation, and its Guidance (secondary) school started in 1381(2002).
This complex, accepted a limited number of students among the talented children and youngsters, after the needed tests and interviews. All the educational programs in this institute are interviews. All the educational programs in this institute are carried out, under the Islamic teachings, and under supervision of a number of experienced, committed teachers in the rout of the realization of the ideal goals of the Islamic Republic of Iran, and training the students of high talent to enter the universities as the human resource for the country's future.
For the time being, 400 students are studying in this complex in three levels preparatory (kinder garden), primary (grades 1, 2)
Guidance (secondary, grades 1, 2) of whom%40 are, of cultural families and %60, of employee's and worker's.
It is worth saying that all of the selected students are with high levels of I.Q's, but their family cannot afford even the charges approved by the Ministry of Education, as a result a considerable number of them have been registered with no charges.

Prepatory and primary school
This school has been erected on a substructure area of 2500m2 and a total area of 4200 consisting f 18 classrooms with a capacity of the school is 540 students the preparatory and primary classrooms enjoy a modern decoration and sights of the nature along with encouragement graphs, house of Quran, library (with a display table, research and survey table and a study table), publication, creativity work shop, wood and recycling workshop, laboratory, audio visual and educational technology, conference room, needed offices, prayer room equipped with, water place, open spaces, labyrinth, bird's cages, play ground, display hall etc.
Guidance(secondary)school
This school has been erected on a substructure area of 2700m2 on a total area of 5000m2which has 12 classes with a capacity of 25 to 30 students in each (corresponding with the standards) and the total capacity of this school is 360 students.
The classrooms for the first, second, third grades enjoy facilities such as;
Library (aimed for research works of the students and teachers), prayer house, water place (with two bowers for group work) sports spaces (Volleyball, Basketball, Football, Tennis) laboratory, technique and vocation workshop, computer’s site, multipurpose language lab ‘English- Arabic'').
Quran house with Ka”beh house (symbolic), symbolic rooms for social science, mailing proper atmosphere inside classes in the corridors with research and survey graphs of each lessons, birds cages, prizes house exhibition spaces, different countries times clocks board etc.
Registration and acceptance Terms
according to the goals of ''the complex’ it has been decided by the directors to register the students in preparation, and primary schools, exclusively in the preschool and first grade and in Guidance school just in the first grade in order to promote to higher grades in the following years. The way the students in primary and preparatory schools are selected is determined by the university professors doing the psychological testing on five factors: numerical intelligence, verbal intelligence, deduction intelligence, memory and capabilities and finally by doing an interview in order seek the able students for scientific activities both theoretical and practical. In Guidance school besides the foresaid stages the students should have an average over 19 and discipline grade of 20.
Characteristics of the educational complex compared with the other schools
1. Erection of the complex separately for boy and girls from pre school up to pre university
2. Application of the advanced educational possibilities complying with the newest standards in order to promote the scientific level and to find the talented students at the some time
3. Taking advantage of the most experienced and qualified teaching staff (scientifically and morally)
4. Absorbing the students exclusively according to their I.Q s and talents. 5-Creating cheerful and attractive spaces for different scientific, cultural, lab work, and work ship activities.
6. Providing special service to the poor and free of charge nutrition (food) in primary school to all students.
7. Creating a precise schedule and expert encouragement, camping and visiting, competition, national ceremonies, executive calendar, examinations and regular Tests, Olympiad etc.
8. Evaluation and survey of the organizational health regularly in order to improve the productivity and to enhance the weak points
9. Holding meetings and sessions of family education in different levels
10. Holding meeting and seminars to promote the scientific and practical skills of the staff
11. Exchanging information with research centers and higher education and theology centers in order to update the complex and to introduce if to other higher education center.
Future plans
The complex's future plans are as follows:
Preparation of boy’s high school and girls preschool to pre university school, administration centers and entertainment and sport complex.
Preparation and participation of the students in the local, country, world Olympiads.
Preparation and participation of the students in international scientific, cultural, sport competitions.
Ethical and Quranic training of the students in a 12-year period to enter the society efficiently.
Preparation of the students in order to enter the universities especially of the holy shrine's academies and to serve the Islamic Republic of Iran.
Creating religious and faithful spirit in the students.
Changing the cultural atmosphere and creating similar classes with the same pattern by the others especially in Ray.
Promotion and Growth in scientific level of the region.
Creating self-confidence and promoting the capabilities of the future generations.
The progressive Phases of the project are as follows:
Phase 3:a boy's high school, Phase 4:Administration building
Phase 5:Girl's primary school Phase 6:Entertainment and sport complex.
Scientific staff and teachers
In selection and employment of the scientific board and the teachers, excellent background experience in designing tests in their previous schools, being as the best expert in the superior districts, being religious experience, commitment to the job care among the qualification needed by the complex. The average experience of the teachers is 15 years and there are a total number of 90 persons of whom 25 persons are fulltime (principals, assistants, supervisors),45 persons part time(primary secondary& high school teachers)and 20 persons both full time and part time(technicians, transportation, service, healthcare, hospitality, training, guard, labor).
